EXPERIENCE with the WATER TRANSMISSION and WASTE WATER – ON-SITE has the capabilities to staff multiple projects inspecting material and equipment for flow control facilities, pump stations, pipeline relining, meter vaults, new pipeline transmission projects, pipeline repairs, desalination plant and inlet/outlet valves.

ON-SITE has the staff and capabilities to provide qualified professionals certified in their respective fields performing inspection of welding, mechanical, electrical, instrumentation, structural, specialized coating, metallurgical, corrosion and source inspections.

ON-SITE’s team of highly skilled inspectors are certified in the following disciplines including International Code Council (ICC) ICB Certifications, American Concrete Institute (ACI) Certifications, American Welding Society (AWS) Certified Welding Inspectors (CWI), ASNT NDE inspectors, Phased Array Ultrasonic Technical Experts and degreed engineers.

Our project management staff includes welding engineers, mechanical engineers, NDE Level III coordinators, National Association of Corrosion Engineers (NACE) certified personnel, AWS CWI, Carbon Fiber Wrap Trained inspectors, and hydroelectric rotating equipment specialists all devoted to the task of Quality Assurance (QA).

FORENSIC ANALYSIS – ON-SITE’s multidisciplinary staff of engineers and other specialists has numerous years of experience in the analysis and prevention of failures, materials testing, and product evaluation. Our Material Test Laboratories will provide consulting and R&D, root cause-failure analysis and testing services of hydroelectric turbine generating systems. Additional capabilities include FEA and vibration analysis, testing, and troubleshooting of rotating machinery, including pumps, compressors, fans, turbines, motors, gearboxes and engines.

ON-SITE has assisted numerous agencies providing forensic analysis, failure analysis, root cause analysis associated with turbine generator failure, field welded stainless steel cooling water piping and several pipeline relining projects involving the material failure during welding.

STEEL RELINE – ON-SITE has the procedures and staff in place to react to the aggressive schedule proposed for these projects. ON-SITE’s team of Steel Reline Specialists and Welding Engineers has supported in-plant fabrication inspection and construction site inspection on several steel reline projects with pipe diameters ranging from 55” to 93” and over 100,000 lineal feet. No comparable team will have the experience managing and inspecting Steel Reline projects to stringent quality expectations.

PHASED ARRAY ULTRASONIC PROGRAM – ON-SITE’s inspection team has technical experts in the field of advanced ultrasonic testing and has assisted in the development of PAUT programs. This program was tailored for use on the reline projects and O&M warranty reviews. The ON-SITE team provides NDE forensic analysis of PAUT data collected, QA Program over view consisting of qualification of PAUT procedure qualifications, development of test standards, technician qualifications and project oversight during field welding.

Carlsbad Desalination Project

The Carlsbad Desalination project is the largest desalination plant in the western hemisphere. The $922M project is the first large-scale desalination plant on the West Coast. The project includes a desalination plant, a pumping station, product water storage and a ten-mile product water conveyance pipeline. The plant will produce 50 million gallons of desalinated seawater (MGD) a day and provide ten percent of the total drinking water needed by San Diego. Factory inspection of the 50,000 lineal feet of 54” diameter heavy wall high pressure welded steel pipe and fittings occurred at several fabrication locations in both Southern and Northern California. Additionally 28,000 lineal feet of 67”-69” diameter of RCCP required steel relining at fabrication locations in Phoenix AZ.

Major components installed consisted of five-54”, one-66”, one-96”, seventy-8”-20” DHC Butterfly Valves, and one 54” VAG Plunger, which required our presence during fabrication at facilities located in South Korea and Germany.

This project required QA verification and witness testing, welding, fabrication, painting and electrical workmanship reviewed by Water Authority inspectors during manufacturing and prior to shipment.

Olivenhain 8 Flow Control Facility

Olivenhain 8 FCF Factory inspection of major components installed consisted of one-48” DHC Butterfly Valve, one-24” Pratt Ball Valve, one-24” Full Form Venturi Flow Tube and one-36” VAG Plunger Valve with AUMA Electric Actuator along with the small diameter specialty pipe and fittings. This project required QA witness testing, welding, fabrication, painting and electrical workmanship reviewed by Water Authority inspectors during manufacturing at locations throughout the United States, Korea and Germany prior to shipment.

San Diego County Water Authority's Pipeline Relining Program

The San Diego County Water Authority’s Pipeline Relining program, takes a proactive approach to pipeline maintenance. This 30-year program focuses on pipelines showing signs of deterioration and joint damage during internal pipeline inspections.

The projects listed below consisted of the manufacture of 158,000 ft of 67; 69; 93 inch diameter welded steel liner inside pre-stressed concrete cylinder pipe.

ON-SITE provided fabrication inspection and Welding Engineering support during the installation of the steel liners. ON-SITE also assisted in the development of Phased Array Advanced Ultrasonic testing program, forensic analysis and root cause determination of material failure of steel during manufacturing processes.

Lake Hodges Hydroelectric Facility

Lake Hodges Hydroelectric Technical Support: ON-SITE was tasked with assembling and providing overall direction to a blended team of Hydro Electric Technical Specialists to assist in the evaluation and forensic investigation during catastrophic failure of the 20 MW (15300 HP) vertical generators, during commissioning.

Also providing welding engineering support and assisting with the root cause analysis of stainless steel cooling water pipe field welds that are failing.

The blended team consisted of Start-Up Engineers, Millwright Specialists to assist during tear down and rebuild of the turbines, Electrical Specialists, Mechanical Engineers developing O&M Manual, and Forensic Specialists performing failure analysis all devoted to the task bringing this unit on line.

San Vicente Dam Raise Project

San Vicente Dam Raise Project: Project consists of raising the existing dam 117 feet and includes construction of new saddle dam, outlet tower, pipelines and control facilities. Major components include the fabrication of complex steel fittings ranging from 66” to 108” diameter, structural steel, large diameter fabricated Butterfly Valves 66”, 90” and 108”, 60” Knife Gate Valves, 60” Plunger Valves and Engineered gate system.

Inspection services on these projects has required our presence at numerous International facilities located in Korea, Germany, Italy, and a host of cities throughout the United States, for the purpose of reviewing the manufacturing activities of critical components such as pipe, pumps, valves and other engineered equipment.

Phased Array Ultrasonic Program

ON-SITE’s inspection team has technical experts in the field of advanced ultrasonic testing and has assisted in the development of PAUT program on behalf of SDCWA Pipeline 3 Relining: Sweetwater to Lower Otay and Sweetwater to Lower Otay projects. This program was tailored for use on the reline projects and O&M warranty reviews.

Calleguas Municipal Water District

Calleguas Municipal Water District has embarked on an ambitious capital improvement program to “drought-proof” its service area to minimize potentially debilitating effects associated with seismic activity. Numerous projects are currently under development to reduce the region’s demand for imported water. ON-SITE TECHNICAL SERVICES INC, has a direct contract to provide professional services performing fabrication inspection and project site inspection support for this program, which includes pipe fabrication, valve inspections, large diameter HDPE-PVC pipe/fittings, NACE coating inspections, steel reservoir erection and rehabilitation and construction inspection.

In addition ON-SITE is often called upon to offer technical assistance and aid in the development of inspection procedures, NACE paint inspection and verifications of high solid epoxy coating and polyurethane coating systems. One such project required our assistance in the development of repair procedures, forensic analysis and offer project site support during a catastrophic failure of a steel tunnel liner, which ruptured prematurely.

CH2MHILL Constructors- San Diego County Water Authority

The Twin Oaks Valley Water Treatment Pant DBO is part of San Diego County Water Authorities $4.3 Billion dollar Capitol Improvement Projects currently underway. This project will produce up to 100 MGD of treated water per day, which is enough to meet the needs of the approximately 220,000 residents each year. The plant will use submerged membrane technology, separating water molecules from contaminates producing high quality treated water. The project is a design build and operate DBO project managed by CH2MHILL who will operate the facility for 15 years. The work being performed consists of the construction of new buildings and water treatment structures, installation of fabricated steel pipe and fittings, and related systems, gates and valves, and other appurtenances.

ON-SITE provided shop fabrication inspection services of the mechanical equipment including pumps, motors, and switch gear, and large diameter steel pipe and fittings associated with this project at various locations both domestic and worldwide.

Parsons Engineering- Metropolitan Water District of Southern California

The Robert A. Skinner Filtration Plant Expansion Project is one of five filtration plants of the Metropolitan Water District of Southern California, which supplies over 520 million gallons of treated water for 2.5 million people. The project consists of the construction of new buildings and water treatment structures, wash water reclamation plant, chemical and liquid oxygen plant facilities, cooling water pump station, power sub station and switch gear, yard conduits and piping; modifying plant utilities; connections to existing facilities; testing and commissioning; installation of fabricated steel pipe and fittings, liquid oxygen tanks and vaporizers, ozone generators and related systems, gates and valves, generators and all other appurtenances.

ON-SITE provided fabrication inspection for large diameter pipe, pumps and motors, valves, ozone Generators, SS piping, switch gear and transformers, and related equipment.

Metropolitan Water District of Southern California

The Robert B. Diemer Water Treatment Plant is one of Metropolitan Water District of Southern California major construction projects located in Yorba Linda California. This $153 M project includes site work in preparation for the ozone treatment facilities; large diameter pipe and specialty fittings, Equipment for Ozone related chemical storage and feed facilities and an ozone generation building, which will help ensure compliance with stringent drinking water standards. The plant features a hydroelectric generator capable of generating up to 5.1 megawatts of power, which is sufficient to light 4,600 homes.

As an owner representative ON-SITE provided shop fabrication inspection services of the mechanical and electrical equipment and large diameter steel pipe and fittings associated with this project.

Eastern Municipal Water District of Southern California

The San Jacinto RWRF Conversion to Tertiary Project will bring the San Jacinto RWRF up to tertiary level for the installation of tertiary filters. This $9.5 million project consists of 62-inch diameter specialty pipe and fittings. The Perris Valley RWRF Expansion Project is part of construction to increase the treatment capacity from 11 MGD to 22 MGD. This $101 million project consists of manufacture of 50-inch diameter specialty pipe and fittings.As an owner representative ON-SITE TECHNICAL SERVICES INC, is providing shop fabrication inspection services of the mechanical and electrical equipment and large diameter steel pipe and fittings associated with this project.

Kiewit Pacific-Stone Canyon Water Quality Improvement Project

The Los Angeles Department of Water and Power (DWP) is building new facilities at the Stone Canyon Reservoir Complex to provide additional treatment for water supplies consisting of facilities for pumping, chlorinating, and piping reservoir water. The Stone Canyon Reservoir Complex provides water to 400,000 customers in Pacific Palisades, the Santa Monica Mountains, and West Los Angeles.

ON-SITE provided fabrication inspection and engineering support during the performance testing of the pumps. Technical support was alos provided during the submittal process.
